The plot for the building did not exist: it was built up in the sea. According to a Radio Liberty (Azadliq) report of June 25, 2024, the peninsula extends about 800 meters from the shore.

The same report says that, in response to an inquiry about an environmental review, the Ministry of Ecology replied that an environmental impact assessment for the site had not been submitted. The project's official materials do not touch on this and describe the plot as its “own island.”
