An eleven-story, liner-shaped building on a man-made peninsula. A building, not a ship. Below: what is known about it and where the sources disagree.
The project's website sometimes describes it as a “cruise liner on the water.” It is a building, not a ship: the structure stands on a man-made peninsula, and its shape echoes the silhouette of a liner. Russian Wikipedia calls it an 11-floor hotel.
The hull's shape echoes the silhouette of an ocean liner: a long curved side, stepped terraces and a “bow” pointing out to sea. The peninsula under the building was built up separately — it is part of the project, not land that already existed.
Architect: Adel Zehni. Developer: Agalarov Development; its materials call the project a flagship.

The building stands not on the shore but on a fill extending into the sea. According to a Radio Liberty report of June 25, 2024, the peninsula stretches about 800 meters; the same report says the Ministry of Ecology replied to an inquiry that an environmental impact assessment for the site had not been submitted.
The project's official materials do not comment on this and speak of “the first real estate project in Azerbaijan on its own island.” Both wordings are given here as they are.

The project has two sets of figures — from the summary of the resort's materials and from the project's own website. We do not pick the “right” one; we show both.
